Since November 1, 2019, traditional paper address certificates have been abolished in Kazakhstan. Now, residents can obtain registration information online via the eGov.kz portal or the eGov Mobile app, as reminded by the press service of National Information Technologies JSC, reported by infohub.kz citing NewTimes.kz. The service eliminates the need to visit government agencies. If a third party requests the information, the citizen whose data is being sought must provide consent.
To use the service, users must log in to the eGov.kz portal, select "Service for third-party access to address registration data," enter the citizen's Individual Identification Number (IIN), and sign the request using one of the available electronic signature methods. After confirming consent, the requested information will appear in the user's personal account.
It is reminded that citizens living in a rented apartment or house for more than 10 days must register for temporary residence. Under the Law "On Housing Relations," the responsibility for registering tenants rests with the landlord — whether the owner, their representative, or the person subleasing the property. This requirement has been in effect since 2017 following the adoption of anti-terrorism amendments.
Fines for non-registration are as follows: for the landlord — 10 MCI (43,250 tenge) for the first offense and 20 MCI (86,500 tenge) for a repeated offense within a year. For a tenant living without registration, the fine is 7 MCI (30,275 tenge) for the first offense and 13 MCI (56,225 tenge) for a repeated offense.
