Online reports have circulated claiming that the sister of Rizagul Negmanova, deputy akim of the city of Aksu, has a criminal record. The akimat of Pavlodar region has commented on the information, reports infohub.kz.
According to a message posted on the Telegram channel "Letters to the President," Negmanova's younger sister was convicted of corruption in 2023. The message states: "According to the Law 'On Corruption,' a manager cannot work in the civil service if a close relative has a criminal record." The Agency of the Republic of Kazakhstan for Civil Service Affairs was asked to conduct an inspection and take appropriate measures.
As reported to NUR.KZ correspondent by the akimat of Pavlodar region, Rizagul Negmanova has been in the civil service since 2009 (continuously), and in her current position since 27.08.2025.
"Her sister was indeed brought to criminal responsibility in February 2023. However, in accordance with the requirements of the legislation (Articles 16, 61 (conditions for entry and termination) of the Law of the Republic of Kazakhstan 'On Civil Service of the Republic of Kazakhstan' as amended in 2015, Articles 21, 67 of the Law in the current version), as well as the requirements of anti-corruption legislation, the presence of a criminal record of a close relative is not an obstacle to working in the civil service," the press service of the department explained.
In general, on issues of application of civil service legislation and clarification of relevant norms, the regional akimat recommended contacting the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in Pavlodar region, which is the authorized body in this area.
