Kazakhstan continues to see high-level personnel changes. This time, the appointment of Gennady Zuev as Deputy Head of the Security Council Apparatus has drawn public attention. His biography, published on the Akorda website, sparked particular interest due to the absence of any mention of his previous position, reports infohub.kz.
Gennady Zuev was born in 1982 in Akmola Region. In 2003, he graduated from the Kazakh-Russian University in Astana with a degree in law. From 2004 to 2009, he served in the penal enforcement system, holding various positions, including managerial ones. Then, from 2009 to 2019, he worked in the defense and law enforcement department of the Prime Minister's Office.
Since July 2019, Zuev continued his civil service in the Presidential Administration, and since September 2022, he held the position of Deputy Head of the Law Enforcement System Department. By a presidential decree dated September 5, 2026, he was appointed Deputy Head of the Security Council Apparatus. Throughout his career, Zuev has been awarded the orders "Kurmet" and "Parasat", as well as the medal "Eren enbegi ushin".
Meanwhile, the Akorda also disclosed information about other new appointees. Murat Baimukashev, born in 1967, became the Head of the Security Council Apparatus. He graduated from the Kazakh Agricultural Institute, the Karaganda Higher School of the KNB, and the Russian Academy of National Economy and Public Administration. Previously, he served as Deputy Secretary of the Security Council.
Nurzhan Kadzhiakbarov, born in 1979, was appointed First Deputy Head of the Apparatus. He is a graduate of the Kazakh State Academy of Management and holds a master's degree from the Diplomatic Academy of the Russian Foreign Ministry. He has held his position since 2022.
By a presidential decree dated August 31, 2026, Aida Balaeva was appointed Deputy Chair of the Security Council. She was born in 1974 in Almaty Region, graduated from Abai Almaty State University and the Kazakh National Agrarian University. In 2012, she defended her PhD thesis in sociology. Prior to her appointment, she served as Deputy Prime Minister – Minister of Culture and Information.
Additionally, Ruslan Zhaksylykov, born in 1966, became Deputy Head of the Security Council Apparatus. He previously served as Minister of Defense of Kazakhstan and headed the National Guard. Zhaksylykov graduated from the Almaty Higher Combined Arms Command School named after I.S. Konev and the Military Academy named after M.V. Frunze. In 2011, he defended his PhD thesis in pedagogy. He has been working in the department since 2025, previously holding the position of First Deputy Secretary of the Security Council.
