Zhanvek Narmukhamedov, former head of a polyclinic in Aktobe, has been found guilty of fraud involving medical services and sentenced to five years of suspended imprisonment for embezzling funds from the Social Health Insurance Fund (FSMS), infohub.kz reports.

According to case materials, Zhanvek Narmukhamedov was the de facto head, i.e., owner, of the medical institution. The clinic had signed contracts with the Social Health Insurance Fund for the provision of primary health care and consultative-diagnostic assistance, as well as for preventive medical examinations of target population groups. These services were financed under the guaranteed volume of free medical care in the mandatory social health insurance system.

According to the prosecution, the defendant transferred the clinic to the trust management of his relative. Taking advantage of the incompetence of his relative and the clinic's director, he monitored information about patients who received services through referrals from other medical institutions. Based on this data, he devised a plan to embezzle money from the FSMS: knowingly false information about the provision of medical services, including fictitious and duplicate services, was entered into the DamuMed information system. This is stated in a press release from the press service of Aktobe City Court No. 2.

"Based on the acts of completed work and invoice registers, money was transferred from the fund's account to the institution's current account," the publication notes.

In total, according to the investigation, through these manipulations the accused embezzled 53 million 117 thousand tenge from the FSMS and spent these funds on personal needs.

It is noted that the doctor admitted guilt in the crime and fully compensated the state for the damage, after which he concluded a procedural agreement on admission of guilt with the prosecutor's office. The court took these circumstances into account and imposed a sentence of five years of suspended imprisonment.
