A video showing Almaty utility workers resting on the grass sparked a heated discussion on social media. The author of the video accused the women of idleness, but it turned out they were on a legal lunch break, reports infohub.kz.

The incident occurred on August 22 at about 1:10 p.m. on the alley along Mailin Street. Employees of the municipal enterprise "Almaty Tazalyk" in the Turksib district were resting during their lunch break, which lasts from 12:00 to 2:00 p.m. The Almaty city administration explained that the enterprise's production staff works around the clock in three shifts, with two two-hour breaks for each shift: a daytime break (from 12:00 to 2:00 p.m.) and a nighttime break (from 12:00 to 2:00 a.m.).

In connection with the provocative filming, the enterprise's employees filed a complaint with the Turksib district police department on August 23. The woman's identity was established. Her actions were deemed to contain signs of petty hooliganism, and a protocol was drawn up under Part 1 of Article 434 of the Administrative Code of Kazakhstan. The materials were sent to the specialized administrative court of Almaty for a procedural decision.

Additionally, the investigation revealed that the woman was walking her dog without a muzzle. For violating legal requirements on responsible animal handling, she was brought to administrative responsibility under Part 1 of Article 407-2 of the Administrative Code. She was fined 10 MCI (monthly calculation index), which amounts to 43,250 tenge.
