A resident of Almaty has reported that her 9-year-old son was sexually abused by a neighbor who lured the child into his apartment, according to infohub.kz.
Human rights lawyer Lyazzat Rakisheva published a post on Threads describing a complaint filed by the mother of the 9-year-old boy from Almaty. "Today a woman came to our Human Rights Lawyers foundation. Yesterday afternoon, after school, during the lunch break, her 9-year-old son was sexually abused by a neighbor. According to the mother, the neighbor tricked the child into coming to his home and began committing sexual acts against him. The mother, having seen on video footage that the child had entered that building entrance, immediately went to look for him," the post reads.
It is noted that after the incident, the child's mother immediately called the police and reported what had happened. "But, according to the woman, for some reason no criminal case was opened yesterday. In the evening she saw that this man was at liberty and continued to walk around near the building entrance. The child, seeing him, was frightened. Today the mother again went to the police and began demanding explanations: why is the man still at liberty? Why was the statement not accepted in a timely manner and why were the necessary investigative actions not carried out immediately? Therefore, I, as a human rights defender, have questions for the police of the Almaly district of Almaty: why was the mother's statement not properly accepted and registered immediately after the first report? Why were the necessary investigative actions not carried out immediately? Why is the man accused of sexually abusing a 9-year-old child currently at liberty?" Lyazzat Rakisheva writes.
Almaty's Police Department said a pre-trial investigation is underway into the incident. "The identity of the citizen has been established. The necessary investigative actions are currently being carried out, and based on their results a procedural decision will be made in accordance with the legislation of the Republic of Kazakhstan," the police statement says.
