Almaty is set to change the rules for using municipal paid parking lots. The city's maslikhat has approved a new procedure for organizing parking spaces, vehicle evacuation, and the installation of barriers in courtyards, as reported by infohub.kz.
The main innovation is that parking fees will now be charged per minute. Additionally, residents of apartment buildings will be able to register one free parking spot near their home. The document also enshrines benefits for certain categories of citizens and electric vehicle owners, and changes the rules for vehicle evacuation. The decision will come into force 10 days after official publication.
The parking fee will be calculated for each actual minute spent. Tariffs, as before, will be approved by the maslikhat. Free intervals are preserved: 5 minutes on sidewalk parking lots; 10 minutes for exiting surface, underground, and multi-level parking lots. Parking can be paid in advance or by the end of the same day after the parking session ends.
The following will be able to use municipal paid parking lots for free: veterans of the Great Patriotic War, other combat actions, and labor veterans; people with disabilities of groups I and II; legal representatives of children with disabilities; holders of the "Altyn alka", "Kumis alka" awards, the title "Mother-Heroine", and the "Maternal Glory" orders; citizens affected by tests at the Semipalatinsk test site; electric vehicle owners. The benefit also extends to police, ambulance, fire service, and other special vehicles performing official tasks.
Owners and tenants of apartments will be able to register one free parking spot near their home. To do this, they must: choose a parking lot no farther than 500 m from home; submit an application to the managing organization; register the benefit for only one vehicle. If the housing or car is in shared ownership, written consent from the other owners is required.
The document also details the evacuation procedure. Before loading the car, employees must: draw up an inspection report; record all damage; take photo and video footage. The rules state that it is forbidden to attach the car by bumpers, plastic elements, or other decorative parts. If weapons, ammunition, or suspicious objects are found in the cabin, evacuation will be suspended until police arrive. You can retrieve your car from the impound lot at any time of day. If you do so before 18:00 on the day of evacuation, no storage fee will be charged.
To install a barrier, support from at least two-thirds of apartment owners is required. At the same time, access for emergency services must be ensured regardless of the barrier's position.
