The Almaty Akimat has submitted for public discussion a draft decision of the maslikhat that establishes new registration standards for residence. The document was published on the 'Open NPA' portal, reports infohub.kz.
The draft, titled 'On Approval of the Registration Standard for Place of Residence and Place of Temporary Stay (Residence) in the City of Almaty', was developed by the akimat. Citizens can participate in the discussion until August 26.
The akimat explained that the initiative aims to improve the population registration system, ensure control over migration processes, and increase the efficiency of planning and provision of public services. 'The goal of the project is to streamline registration processes, improve planning of infrastructure and social load, and increase the efficiency of providing public services to both permanently residing and temporarily arriving citizens,' the department noted.
As Krisha.kz clarifies, the document proposes limiting the number of citizens who can be registered in an apartment or house. The standard is planned to be set for both permanent and temporary registration: each registered person must have at least 15 square meters of area. For example, in an apartment of 60 square meters, only four people can be registered, except for family members and close relatives of the owner—the restriction will not apply to them. A similar principle is already applied in Astana.
