Officials in Kazakhstan's capital discussed using artificial intelligence and satellite monitoring to detect illegal construction and forecast risks in shared-equity housing. The news was reported by infohub.kz.
The technological solutions were reviewed at a meeting of the Coordination Council for Ensuring Legality, Law and Order and Combating Crime, attended by city akim Zhenis Kassymbek, the capital's prosecutor's office said.
According to the prosecutor's office, the illegal raising of citizens' funds and the emergence of new troubled projects remain pressing problems. Developers continue to use bypass schemes, signing reservation, assignment, preliminary purchase-and-sale, investment and other forms of housing acquisition contracts.
At the meeting, an algorithm was drawn up under which monitoring results will become grounds for inspections of unscrupulous construction companies and for measures up to and including the opening of a criminal case.
Proposals to amend legislation were also put forward. Among them is the introduction of separate criminal liability for starting construction without permitting documents.
Earlier, Kursiv wrote that 52 illegally built facilities had been fully or partially demolished in Almaty since the start of 2026. City authorities intend to monitor construction at all stages, from the start of work to commissioning. Particular attention will be paid to private houses on plots whose designated purpose does not provide for individual housing construction.
