The capital's akimat has commented on the critical situation around the apartment building at 24B Tauelsizdik Avenue, where residents are alarmed by growing cracks and the threat of collapse of load-bearing structures. It was due to the collapse of the building's facade that paramedic Uldana Myrzuan died, reports infohub.kz.
The department reminded of the legal norms for housing maintenance and outlined the conditions for possible assistance.
The city administration stressed that according to the law "On Housing Relations," the facade and load-bearing structures of the building are part of the common property of the condominium, and therefore ensuring its safe operation and repair are the direct responsibility of the apartment owners themselves.
"Representatives of the district akimat on August 21, 2026, held a meeting with the owners of the house at 24B Tauelsizdik and offered to repair the building through the housing and communal services program for 2023-2029, but residents categorically refused to do repairs at their own expense and demanded that the house be restored from the budget," the akimat explained.
The authorities explained that the standard procedure involves targeted contributions or savings of residents, adopted at a general meeting of the condominium, while residents insist on emergency state intervention.
The akimat admitted that local executive bodies do have the right to finance repairs of external walls and roofs of apartment buildings from the local budget, but exclusively to give the capital a unified architectural appearance.
"Repair of the building's facade under the Rules for organizing and conducting measures for reconstruction and repair of external walls at the expense of the akimat is planned, but only if appropriate funding is allocated," the department added.
While city services are looking for budget opportunities for architectural restoration of the facade, residents of the house continue to record ruptures of beacons on load-bearing walls and demand an urgent detailed technical examination to determine whether it is safe to live there.
Recall that residents of the apartment building at 24B Tauelsizdik Avenue in Astana are sounding the alarm over the critical condition of the building's load-bearing structures.
