In Astana, a court hearing continued in the case of the death of 23-year-old emergency paramedic Uldana Myrzuan, who was struck by a brick facade and an air conditioner mounting on November 8, 2025. At the latest hearing, investigator and police captain Ayazhan Nusupbekova testified. Defense lawyer for the accused, Dauren Yeslyambekov, asked what specific actions by the HOA chairwoman could have prevented the collapse. Nusupbekova pointed to the need for a visual inspection of the building. The defense noted that cracks had existed for many years and that the destruction was a lengthy process. He asked whether the investigator believed that several inspections and the drafting of a meeting protocol would have been sufficient to prevent the tragedy. "Yes. I believe so," Nusupbekova replied.
The lawyer then asked whether building defects could have been identified without a special survey and specialized knowledge, and whether the HOA chairwoman could really have detected and fixed the problem on her own. The investigator explained that the chairwoman should not only have inspected the building but also, if necessary, brought in specialists. "If Zhubaniyazova had conducted an inspection, she would have invited climbers or construction specialists, and she could have prevented this collapse. However, no work was done on her part. And as a result, five people were injured," Nusupbekova stated.
According to the investigator, one of the injured died in the hospital without regaining consciousness. She also linked the possibility of preventing the tragedy to a timely inspection of the building. "If she had inspected this house in time, I am sure she could have prevented this collapse," the investigator said.
During her testimony, Nusupbekova noted that residents had complained about the passage near the building. According to her, it was not closed, although in her opinion this could also have affected the consequences of the incident. "If the passage had been closed in time, there would have been no collapse. We would not be sitting here," the investigator stated.
In conclusion, the lawyer asked her to confirm that the investigation had evidence of the HOA chairwoman's technical ability to eliminate the identified defect before the consequences occurred. In particular, he clarified the investigation's position that a timely inspection would have prevented the collapse. Nusupbekova confirmed her position. "Yes, Your Honor.
