A specialized interdistrict court for administrative offenses in Kazakhstan's capital has terminated administrative proceedings against blogger Yerbolat Zhanabylov in a case involving unlawful acts in the sphere of family and domestic relations. The grounds were the couple's reconciliation, but the ruling has not yet entered into legal force, reports infohub.kz.

The materials under Part 1 of Article 73 of the Code of Administrative Offenses were reviewed on October 1 in a closed hearing. The court established that on September 30, Zhanabylov, while at home, caused a scandal and grabbed his wife by the arms, disturbing her peace. The court noted that these actions do not contain signs of a criminally punishable act.

The fact of the offense is confirmed by the case materials, including a video recording from a social network. After examining the evidence, the court found it admissible and relevant to the case.

During the hearing, Zhanabylov confirmed the circumstances set out in the protocol, admitted guilt and stated his intention to reconcile with his wife. A written settlement agreement was added to the case materials.

The victim, Elmira Tolegenova, explained to the court that her husband did not beat her, but that a verbal altercation occurred between them. She also confirmed her intention to reconcile and stated that the agreement was signed voluntarily, sincerely and without pressure.

The court recalled that Article 64 of the Code of Administrative Offenses allows exemption from administrative liability for persons who have committed an offense under Article 73 for the first time, if they have reconciled with the victims or complainants, including through mediation, and have made amends for the harm caused.

According to the case materials, Zhanabylov had not previously been held administratively liable for similar offenses. The court took into account that he committed such a violation for the first time, fully admitted guilt and repented. No aggravating circumstances were established.

Based on the written reconciliation agreement, which both spouses confirmed at the hearing, the proceedings were terminated.

Earlier, Kursiv wrote that the process was closed at the request of the spouses, who did not want public discussion of the family conflict. Before the hearing, Tolegenova had claimed that her husband and his brothers tried to take her belongings and phones. Later, the posts disappeared from her profile, and she herself denied physical abuse, explained her actions as an attempt to keep her phone and announced divorce proceedings.

Separately, materials were sent to the court regarding Zhanabylov's violation of probation control requirements: on August 28, after 10:00 p.m., he was not at his registered place of residence.

Recall that in the spring of 2026, the blogging couple Zhanabylov attracted the attention of law enforcement agencies due to proceedings around their business activities, and in late September Elmira Tolegenova publicly announced the start of divorce proceedings.
