During the court hearing on the case of the death of paramedic Uldana Myrzuan, the results of a technical inspection of the building whose facade collapsed were announced, reports the website infohub.kz.
A representative of the State Architectural and Construction Control (GASK) stated at the meeting that the building's warranty period had expired, so it is no longer under supervision. Prosecutor Nurdaulet Abuov read excerpts from the expert report, which was conducted on November 3, 2017.
According to the document, the inspection revealed vertical and inclined cracks on walls and window slopes, as well as weakening and partial destruction of masonry on some sections of the facade, and peeling of the basement finish. These defects negatively affect the functional suitability of the exterior wall cladding, necessitating restoration of damaged sections. Experts concluded that major repairs are required, including restoration of the brick cladding. The physical wear of the exterior walls was estimated at 40%.
The report also includes tables with data from various inspection points. It notes that individual cracks and potholes were found in the walls, with some areas showing weathering of joints, weakening of brickwork, loss of individual bricks, cracks in cornices and lintels, and dampening of wall surfaces.
Among the experts' recommendations are repairs to restore damaged sections of interior and exterior wall finishes, with reinforcement in areas where cracks have formed, repair of stairwell flooring, and repair of interior doors in stairwell vestibules. It was also recommended to replace electrical wiring and fixtures in defective areas, and to treat metal products and structural elements with an anti-corrosion compound. All work should be carried out in accordance with building codes.
The expert report concludes that, based on the technical inspection, the physical wear of the building's structural elements is overall categorized as No. 2 "Operable condition." The total physical wear of the building is 31%. To restore the operational reliability of structures and engineering systems, repairs to the facade, basement, roof, interior finishes, stairwells, and engineering communications are necessary.
