A specialized interdistrict court for administrative offenses in Astana has reviewed the case of a man who posted a video address on a social network containing obscene language and the demonstrative use of a narcotic substance. The court imposed an administrative penalty of 20 days' arrest, infohub.kz reports.
According to the official Telegram channel of Astana's courts, on September 19, 2026, the court examined materials under Part 1 of Article 434 of the Code of Administrative Offenses (petty hooliganism) and Part 1 of Article 440-1 of the Code of Administrative Offenses (non-medical consumption of a narcotic substance).
The hearing established that the man posted a video address on his social media page in which he behaved rudely and provocatively, used obscene language, and made remarks about a client who had not come to him. In addition, in the video he demonstratively exhaled vapors of a burned green substance.
On September 18, 2026, a medical examination confirmed that the man had consumed a narcotic substance for non-medical purposes. The offenses themselves were detected by the Astana Police Department on September 18, 2026, during social media monitoring.
At the court hearing, the man admitted his guilt. He explained that he had posted the video in the middle of the summer and did not remember the exact date. According to him, he had used the narcotic substance 3-4 days before his detention, after which he was taken to a police station the next day.
The circumstances of the offenses are confirmed by the case materials, including the man's own explanations, administrative offense reports, the video recording, and the medical examination conclusion.
Taking into account the totality of the offenses, the man was ultimately sentenced to an administrative penalty of 20 days' arrest. The ruling has not yet entered into legal force.
