Chinese company ORG Technology Co Ltd, China's largest producer of aluminum cans and one of the top five globally, has likely found local partners for its Almaty plant project. Economist, financial consultant, and founder of Finmentor.kz Arman Batayev drew attention to this, as reported by infohub.kz.
A new holding company, ORG OREA Industries Holding Ltd., has been registered in the Astana International Financial Centre (AIFC) with an authorized capital of $47.4 million. The company's founders are ORG Kazakhstan Packaging Ltd. and Oasis Partners Holding SPC Ltd. The latter subsequently changed its name to OREA Industries Holding SPC Ltd.
The new holding is being created to own a subsidiary in Almaty, which will be responsible for the construction, ownership, operation, and maintenance of a plant producing two-piece metal cans. The plant's planned production capacity is 1 billion cans per year.
Plans for ORG Technology to enter the Kazakh market were announced earlier. In June 2025, the Chinese company's board of directors decided to create a project company in Kazakhstan and build a plant in Almaty for the production of two-piece aluminum cans.
The total investment in the project was estimated at approximately 646.52 million yuan, or $90-95 million. Subsequently, ORG Kazakhstan Packaging Ltd. was registered in the Astana International Financial Centre with an authorized capital of $50 million.
Now, the emergence of ORG OREA Industries Holding Ltd. indicates the possible involvement of Kazakh partners in the project. Oasis Partners Holding SPC Ltd., one of the founders of the new holding, was registered on December 11, 2025. On May 25, 2026, the company changed its name to OREA Industries Holding SPC Ltd.
The shareholder of OREA Industries Holding SPC Ltd. is ALGAZY Holding Limited. This company was registered on February 27, 2025, with an authorized capital of $10.2 million. Its founders are Saule Algaziyeva and Zaure Algaziyeva. The Algaziyev family owns a significant stake in Pervy Pivzavod LLP, one of Kazakhstan's oldest enterprises. Additionally, the family is developing other projects in livestock farming and alcoholic beverage production.
This is not the first aluminum processing project that may start in Kazakhstan. One of the world's largest aluminum producers, Chinese company Xinfa Group, is investing $15 billion in a plant in the Pavlodar region. In addition to raw materials, the plant will also produce finished products, including wires and smartphone casings.
Xinfa Group, ranked among the top 10 aluminum processors globally, is to invest $15 billion in three stages: the first stage in 2026-2027 in the amount of $5.5 billion, the second stage of $4 billion in 2028, and the third stage for the remaining $5.5 billion.
