A criminal case against the 22-year-old son of the akim of Arys, a city in the Turkistan Region, has been closed in the Pavlodar Region after a crash that left a 20-year-old man without both legs, the website infohub.kz reports.
The news was reported by NUR.KZ, citing the regional police department. The case concerned a road accident that occurred in late May on the Astana–Pavlodar highway.
The car struck a roadside crash barrier. A 20-year-old man in the passenger seat of the taxi suffered severe injuries. The young man went through clinical death and lost both legs.
It later emerged that the driver was the 22-year-old son of the akim of Arys in the Turkistan Region, who became a suspect in the criminal case. The akim himself, Kaisar Mankaraev, rejected any possibility of interference and stressed that his position would not affect the course of the investigation.
Today, September 22, it became known that the criminal case had been closed under an amnesty.
"On September 16 of this year, the criminal case into the road accident was closed on the basis of an amnesty act under a law of the Republic of Kazakhstan dated July 1, 2026, and sent to the prosecutor's office of the city of Ekibastuz for approval. At the same time, the injured party has been advised to seek recourse in court through civil proceedings," the press service of the Pavlodar Region Police Department said.
