Since the start of 2026, more than 72,600 applications for disability determination in Kazakhstan have been reviewed remotely. This format now accounts for 46.9% of all medical-social expert services, according to infohub.kz.
The Ministry of Labor and Social Protection of the Population notes that remote proactive assessments involve independent MSA experts who are practicing physicians with higher medical education.
The ministry explained that such assessments are conducted for a range of nosological forms, including oncological diseases, tuberculosis, congenital and acquired anatomical defects, mental disorders, type I diabetes in children, mucopolysaccharidosis in children, post-transplant conditions, true hydrocephalus, persistent severe paralysis or deep paresis of one or more limbs, and others.
It is noted that form 031/u is submitted from medical organizations to the MSA via the information systems of the Ministry of Labor and the Ministry of Health. Documents for the examination are sent in anonymized form, meaning experts do not know to whom or from which region the materials belong.
In the same manner, specialists make decisions on establishing the disability group and develop an individual habilitation and rehabilitation program based solely on the facts.
The Ministry of Labor highlighted the positive aspects of the transition to remote assessment: the service recipient only needs to contact a medical organization without visiting MSA offices; the application for MSA is submitted via SMS; this allows people to save time and money, especially those living in remote areas; eliminates administrative and bureaucratic barriers; ensures transparency of MSA expert decisions; enables receiving services for disability determination and social protection measures for persons with disabilities without leaving home; and eliminates direct contact, minimizing corruption risks.
