In Astana, several domestic dogs attacked a child in a park, and he received medical assistance. City residents were reminded of walking rules and fines up to 1.7 million tenge, reports infohub.kz.
According to a TV channel, the incident occurred in the afternoon in the city center. The owners let their dogs run without leashes, and at some point the animals charged after a boy playing with his brother. The dogs barked loudly, surrounded, and frightened the child, who fell onto the grass.
Doctors noted that dog saliva got into the scratches, so the victim received treatment and a course of rabies vaccination. Veterinarians explained that if rabies is suspected, the dog is isolated for a 10-day quarantine, and the owner's vaccination passport is requested. There were no bites, but the child is in shock and needs psychological help. Police quickly found the dog owners.
“According to the rules for keeping and walking pets in Astana, walking pets is not allowed on the premises of sports, children's, educational, and preschool facilities, as well as in places with prohibitory signs. Pet owners must walk their animals on a leash no longer than 2 meters. If necessary, they must put a muzzle on the animal. Also, when walking pets, they are obliged to ensure the safety of surrounding people,” explained Asem Mussina, chief specialist of the Astana Department of Environment and Natural Resources.
Special attention is paid to safety when walking fighting and guard dog breeds: they cannot be taken out without a muzzle and leash, and entry to parks, squares, children's and sports grounds, and beaches is prohibited. For violating walking rules and cruel treatment, owners face a fine. If people or property are harmed by the pet, fines reach 400 MCI (over 1.7 million tenge).
