Kazakhstan has made a new high-level appointment. Eldar Tolganbayev has been appointed as an aide to the President of the Republic of Kazakhstan for internal policy and communications, reports infohub.kz.

The corresponding decree was signed by the head of state. According to the official statement from Akorda, "By the decree of the head of state, Tolganbayev Eldar Seidakhmetovich has been appointed as an aide to the President of the Republic of Kazakhstan for internal policy and communications."

According to data published on the government's website, Eldar Tolganbayev was born in 1981 in the Almaty region. He graduated from Shakarim Semey State University and also from the D.A. Kunayev University.

His career began in 2005 when he took the position of chief specialist in the apparatus of the maslikhat of Alakol district in the Almaty region. From 2005 to 2006, he worked as a chief specialist in the internal policy department of the Alakol district akimat.

From 2006 to 2008, Tolganbayev worked in the structure of the Ministry of Culture and Information of the Republic of Kazakhstan. Then, from 2008 to 2012, he held positions of chief consultant and head of the operational information sector at the Information and Analytical Center of the Prime Minister's Office.

From 2012 to 2016, he was deputy director of the state institution "Central Communications Service" under the President of the Republic of Kazakhstan. In 2016-2019, he worked as an adviser to the chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan. In 2019, he briefly worked in a private structure.

From 2019 to 2020, he held the position of deputy chairman of the board of JSC "Almaty Development Center". In 2020-2022, he was first deputy general director of JSC "TV and Radio Company Almaty". From 2022 to 2023, he was a state inspector of the Presidential Administration.

In 2023, Tolganbayev served as vice minister of information and social development of the Republic of Kazakhstan. From 2023 to 2024, he was deputy head of the Communications Department of the Presidential Administration. Since 2024, he has held the position of deputy head of the Government's Executive Office.
