Starting September 1, 2026, foreign trucks will be barred from entering or leaving Russia if they have unpaid fines for using toll roads. The new rule, introduced by a Russian government resolution, applies to all international road transport, including transit freight, according to infohub.kz.
The measure aims to improve payment discipline among foreign carriers. Customs officials will check for outstanding debts through the state information system on state and municipal payments. If a debt is found, customs will issue a decision banning the truck's entry or exit, and the driver will be given a demand to pay the toll fees.
