The Social Health Insurance Fund (FSMS) has expanded the pilot of the Qalqan digital platform to 16 medical organizations. The system is designed to integrate planning, procurement, monitoring, and payment for medical services. The full digitalization of all four processes is expected to be completed by the end of 2026, as reported by infohub.kz.
It is noted that the full payment cycle has already been tested in three medical organizations in Astana, with the total amount of paid medical services amounting to 2.97 billion tenge.
However, so far testing has only covered 20 out of 92 types and subtypes of medical services. The plan is to test 60 types and subtypes across the 16 medical organizations.
The FSMS emphasized that simultaneously with the piloting of payments in Qalqan, data on medical organizations is being entered. This includes information on licenses, staffing, equipment, capacities, and other details. In this regard, data on more than 1,700 medical organizations and 12,400 production facilities have already been systematized.
"It is important to pay special attention to the accuracy and completeness of this data, as in the future the correctness of calculating funding volumes and payment for medical services will directly depend on it," the fund's statement said.
It was also reported that as part of the expansion of the Qalqan digital service, the Social Health Insurance Fund has introduced a "red button." Now, through a special QR code, clinic heads can directly report delays in payments, corruption, and financing disruptions to the head of the FSMS.
