Kazakhstan's Ministry of Finance has drafted amendments to the rules for government procurement under a special procedure, proposing to transfer certain procurements to single organizers when thresholds are exceeded, reports infohub.kz.
The document has been published on the 'Open NPA' portal. The Ministry has put forward for discussion a draft order amending Order No. 671 of the Minister of Finance of the Republic of Kazakhstan dated October 7, 2024, 'On approval of the Rules for the implementation of government procurement with a special procedure.' The draft was developed as part of efforts to improve the government procurement system using a special procedure.
The key change is the transfer of authority to conduct certain government procurements to the level of single procurement organizers – specifically, the government procurement departments of local executive bodies. This mechanism will apply when the cost of procurement exceeds thresholds set by Order No. 589 of the Minister of Finance of the Republic of Kazakhstan dated August 28, 2024, 'On approval of lists of goods, works, and services for which centralized government procurement is carried out by single organizers of government procurement.'
Thus, procurements under the special procedure that meet the established criteria will be conducted centrally through single government procurement organizers. According to the explanatory note to the draft, the proposed changes aim to further improve government procurement legislation and enhance the efficiency of procurement procedures.
