The Agency for Regulation and Development of the Financial Market has approved Henk Jan Hoogendoorn as an independent director and member of the management body of Halyk Bank. The decision was made on July 24, 2026, according to infohub.kz.
Hoogendoorn is a Dutch citizen residing in Doha, Qatar. He serves as Director of Financial Services at the Qatar Financial Centre, where he is responsible for attracting foreign investment, as well as banks, investment firms, private equity and venture capital funds, and other financial institutions.
The new independent director has over 30 years of experience in international finance. He previously held senior positions at ABN AMRO Bank and Deutsche Bank in the Netherlands and the Middle East, and served as CEO of Mashreq Qatar. At Deutsche Bank, he oversaw the non-bank financial institutions division, including insurance companies, pension funds, and fintech firms, and was responsible for implementing the bank's strategic and business plans in Europe.
Hoogendoorn graduated from Utrecht University in the Netherlands with a Master of Laws degree. He also completed executive programs at London Business School and INSEAD. He serves on the board of directors of Wahed Inc and is a member of the board of directors of Qazaqstan Investment Corporation.
According to the National Bank of Kazakhstan as of June 1, 2026, Halyk Bank is the country's largest bank by assets, totaling 20.97 trillion tenge. Earlier, it was reported that bank shareholders will meet on August 20 to decide on dividend payments. The board of directors proposes to allocate 306.6 billion tenge in dividends for 2025.
