In the second quarter of 2026, Kazakhstan registered nearly 4.8 million administrative cases, with fines totaling 108.2 billion tenge, a 37.6% increase compared to the same period last year, reports infohub.kz.
According to the Prosecutor General's Office of the Republic of Kazakhstan, 3,734,040 administrative cases were registered in the first quarter of 2026. In the second quarter, the number grew significantly to 4,747,258 cases, of which 4,587,764 ended with fines. Thus, over the quarter, the number of cases resulting in fines increased by 26.3%, and the total amount of fines rose by 38.8% to 108.2 billion tenge.
Compared to the same period in 2025, the number of administrative cases grew by only 4%, while the total amount of fines jumped by 37.6%.
The highest number of administrative cases in the second quarter of 2026 was recorded in Almaty – 924,212, with fines totaling 15.4 billion tenge. Notably, in the Aktobe region, only 171,096 cases were registered, but the total fines were significantly higher than in Almaty – nearly 17.5 billion tenge.
It is important to note that these figures reflect all administrative cases registered in Kazakhstan, including those against legal entities, not just ordinary citizens. In Astana, 611,365 cases were registered, with fines totaling nearly 12.1 billion tenge. In Shymkent – 384,303 cases and fines of 5.6 billion tenge. The fewest cases were recorded in the Ulytau region – 22,350, with total fines of 813 million tenge.
In the first half of 2026, Kazakhstan registered 8,481,298 administrative cases, of which 8,219,357 (96.9%) ended with fines. The total amount of fines was 186.1 billion tenge, and 109.6 billion tenge (58.9%) was collected.
It is worth noting that at the time of data publication, only 58.59% of the fines had been collected, amounting to about 109.6 billion tenge. This does not mean that the remaining violators escaped punishment – they simply have not yet paid their fines.
