Kazakhstan's Ministry of Transport has drafted amendments to the rules for carrying passengers, baggage, and cargo by air, reports infohub.kz.

One provision concerns musical instruments. They are to be allowed in the cabin as carry-on luggage, on a separate passenger seat, or in checked baggage. Specifically, the dombra, kobyz, and other instruments in protective cases may be carried in the cabin, subject to size (no larger than 110×35×30 cm) and weight (up to 10 kg) limits.

The draft also allows animals in the cabin under conditions set by airlines. Another amendment addresses passengers with disabilities: the ministry proposes enshrining air travel benefits for this category in law.

Additionally, authorities want a rule for cases when an airline substitutes a less capacious aircraft. In such situations, boarding priority should go to minors, people with disabilities, passengers with serious illnesses, pregnant women, and pensioners.

To protect passenger rights, the draft sets a specific deadline for paying compensation for delays — no later than 10 calendar days from the claim. Airlines may be held liable for damage to unchecked baggage if the carrier's fault is proven.
