In the North Kazakhstan Region, a 51% stake in Bulaev Su LLP — a company that provides water supply to residents of the town of Bulaevo — has been returned to state ownership, the website infohub.kz reports.
According to the supervisory authority's official website, the prosecutor's office of Magzhan Zhumabaev District conducted an analysis of law compliance in the housing and utilities sector and the use of state property. Based on its findings, a lawsuit was filed seeking to invalidate the results of a 2017 electronic auction and the purchase agreement for a 51% stake in the charter capital of Bulaev Su LLP.
In court, the prosecutor proved that AUHAL LLP, after acquiring the 51% stake in Bulaev Su LLP, effectively did not participate in the company's operations and did not invest in the maintenance and development of the water supply networks. At the same time, the main costs for their maintenance and emergency repair work were actually borne by the budget and resources of the Magzhan Zhumabaev District akimat.
"As a result, the company providing water supply to residents of the town of Bulaevo was in a difficult financial situation, and the main burden of ensuring its stable operation was effectively placed on the state," the North Kazakhstan Region prosecutor's office said.
By a decision of the Specialized Interdistrict Economic Court of the North Kazakhstan Region dated July 21, 2026, the district prosecutor's lawsuit was upheld. The results of the 2017 electronic auction and the purchase agreement for the 51% stake in the charter capital of Bulaev Su LLP were declared invalid.
As a result, property ensuring water supply to residents of the town of Bulaevo has been returned to the state.
"The return of state property will allow for more effective management of the company, strengthen control over its activities, direct necessary resources to modernize the water supply networks and improve the quality of utility services," the supervisory authority added.
