Starting January 1, 2027, Kazakhstan will introduce new rules for filling out declarations of personal interests for civil servants. The corresponding government resolution was approved on August 20, 2026, according to infohub.kz.
The declaration will be mandatory for persons holding responsible state positions, those authorized to perform state functions, officials, and persons equated to them. They must submit it within 15 working days after taking office or being transferred.
The new requirements apply only to legal relations arising after the rules take effect. Thus, no declaration will be required for events that occurred before January 1, 2027.
The declaration must include information about close relatives, spouse, in-laws, and other related persons working together with the declarant in the same state body, organization, or quasi-public sector entity. It must also disclose other paid activities, including teaching, scientific, creative, and other work, participation in commercial organizations in Kazakhstan and abroad, individual entrepreneurship (including within the year prior to taking office), and the transfer of personal property to trust management.
For persons performing organizational-administrative or administrative-economic functions, additional requirements apply. They must disclose information about companies in which their close relatives, spouse, or in-laws own shares or participate in management, if these companies have civil law relations with the state body, organization, or quasi-public sector entity where the declarant works.
Failure to submit the declaration or violation of deadlines will result in disciplinary liability. The collection of declarations will be handled by personnel services of state bodies, organizations, and quasi-public sector entities. The agency noted that the new mechanism is introduced to prevent and timely identify conflicts of interest.
Earlier, it was reported that the Department of State Revenues for Almaty reminded about the deadlines for submitting tax reports in September 2026. By September 15, it is necessary to submit, in particular, the declaration of assets and liabilities in form 250.00 and the declaration of income and property in form 270.00 for 2025. In addition, during September, taxpayers will have to pay individual income tax, corporate income tax, VAT, excise taxes, social tax, and other mandatory payments. The largest number of deadlines falls on September 25, including the payment of individual income tax in form 270.00 and social payments for August.
