In June 2026, the Agency for Regulation and Development of the Financial Market received 16,400 complaints from individuals and companies regarding the activities of financial institutions and collection agencies. Compared to May, the number of complaints increased by 24.2%, reports infohub.kz.

The largest number of complaints were against banks, accounting for 47.9% of the total. Another 34.4% of complaints concerned microfinance organizations, and 9.1% were about collection agencies.

Most often, Kazakhstanis sought help with loan debt restructuring, which accounted for 45% of all requests. Another 15% of applicants requested clarifications on legislation, and 11% sought consultations.

Following inspections in June, the agency applied 20 supervisory response measures to financial market participants, issued six written orders, and imposed 24 administrative fines under 22 protocols totaling 9.6 million tenge.

Regarding banks, the regulator issued one written order, seven supervisory measures, and three fines. Microfinance organizations received one written order. Insurance and reinsurance companies received 13 supervisory measures and 20 fines. Collection organizations were issued four written orders and one fine.

At the same time, the mortgage refinancing program continues, aimed at preserving borrowers' only housing and reducing debt burden.

As of July 1, 2026, under the first direction of the program, banks refinanced 33,300 mortgage loans issued in 2004-2020. The total refinancing amount reached 214 billion tenge.

Under the second direction, banks converted or refinanced 16,200 foreign currency mortgage loans issued before January 1, 2016. The volume of such loans amounted to 114.4 billion tenge.

Under the third direction, additional support measures were provided to 10,600 borrowers from socially vulnerable categories. The total amount of assistance reached 101.2 billion tenge.

Support includes debt reduction, preferential repayment schedules, and the return of borrowers' only housing held on banks' balance sheets.
