At the 15th plenary session of the Parliamentary Assembly of Turkic States (TurkPA) in Bishkek, Kazakhstan proposed developing a common Digital Code for Turkic countries, infohub.kz reports.

The meeting on October 20 was attended by a delegation led by Qurultay Chairman Aibek Dadebai. The Kazakh deputies' work in Bishkek began with a series of official meetings: Kyrgyz President Sadyr Japarov received the Qurultay Chairman together with the heads of parliaments of TurkPA member countries.

Aibek Dadebai conveyed the warm regards and best wishes of Kazakh President Qasym-Jomart Toqaev to the leader of the fraternal country. The meeting noted that relations between Turkic states have risen to a strategic level and are developing comprehensively. This is a direct result of fruitful interaction between the countries' leaders.

On the eve of the main session, a substantive meeting was held with Jogorku Kenesh Chairman Marlen Mamataliev. Aibek Dadebai thanked his Kyrgyz colleagues for their hospitality and emphasized that further developing bilateral relations with the Kyrgyz Parliament at all levels—within the Interparliamentary Cooperation Council, friendship groups, and sectoral committees—is of particular importance for the Qurultay.

The 15th plenary session of TurkPA was dedicated to the theme "Interparliamentary Cooperation of the Turkic World in the Era of Artificial Intelligence and Technological Progress." In his speech, the Qurultay Chairman noted that this discussion aligns with the initiatives raised at the informal summit of the Organization of Turkic States held this year in Turkistan.

"This shows that issues of artificial intelligence and modern technologies occupy a special place on the common agenda of the Turkic world. In this regard, our President Qasym-Jomart Kemeluly Toqaev emphasized the importance of the initiative to create a network of IT hubs in Turkic countries and an Artificial Intelligence Center based on Alem.AI in Astana. These projects will not only unite the technological potential of our countries but also enable the formation of a common digital ecosystem. Above all, such mechanisms ensure the transition of cooperation from a declarative level to concrete practical results," said Aibek Dadebai.

The Qurultay Chairman also called on the session participants to support the initiatives proposed by Kazakhstan at the summit of the Organization of Turkic States in Gabala. In particular, he spoke about the initiatives to open centers for digital monitoring and digital innovations to promote new technologies and common digital solutions aimed at enhancing logistics potential, as well as the establishment of a Cybersecurity Council of Turkic States.

Aibek Dadebai noted that digitalization has been identified as one of the strategic priorities of the country's development in Kazakhstan, and the President has declared 2026 the "Year of Digitalization and Artificial Intelligence." The Qurultay Chairman shared with his colleagues Kazakhstan's experience in legislative support for the digital environment. In particular, he spoke about the new Digital Code, the Law "On Artificial Intelligence," and efforts to further improve legislation under the "Digital Qazaqstan" national strategy.

In this regard, the Kazakh side proposed the initiative to develop a model Digital Code for TurkPA countries based on Kazakhstan's experience. This document will contribute to the formation of a common conceptual, terminological, and methodological foundation in the field of digital law among Turkic states.

Aibek Dadebai also touched upon projects being implemented in Kazakhstan in the field of digitalization. These include the transfer of legislative work to the "e-Quryltai" platform, the launch of the two most powerful supercomputers in the region, the development of "GovTech" infrastructure, citizen training through the AI-Sana program, educational projects based on the Astana Hub cluster and Qazaq AI Research University, and other initiatives.
