Kazakhstan's Ministry of Ecology and Natural Resources has issued an official clarification regarding the recycling of old vehicles, infohub.kz reports.

The statement was prompted by media reports suggesting that Kazakhstanis can already turn in old cars for recycling and receive discount certificates for purchasing new vehicles. In response, the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan and JSC "Zhasyl Damu" found it necessary to provide clarification.

The ministry emphasized that as of today, the acceptance of end-of-life vehicles under the recycling program with the issuance of discount certificates is not being carried out.

According to the ministry, the publications were prompted by the approval of an order by the Minister of Ecology and Natural Resources of the Republic of Kazakhstan dated October 6, 2026, which sets out the rules for issuing documents confirming the surrender of vehicles and self-propelled agricultural machinery for recycling, as well as the procedure for providing and using discount certificates.

"We emphasize that the adoption of this order does not mean the program has actually been launched or that vehicles are being accepted for recycling. The document establishes the legal mechanisms for implementing the program, in particular the procedure and conditions for issuing discount certificates, and the procedure for transferring (re-registering) and using them when purchasing domestically produced vehicles and agricultural machinery," the Ministry of Ecology said in its statement.

The order comes into force on October 25, 2026. However, the ministry noted that this date does not signify the start of accepting vehicles or issuing discount certificates.

"The procedure for surrendering end-of-life vehicles and self-propelled agricultural machinery for recycling is regulated by the Rules approved by order of the Minister of Ecology and Natural Resources of Kazakhstan dated November 27, 2023, No. 332. Under these rules, JSC 'Zhasyl Damu' is currently working to select processors who will handle the acceptance and subsequent recycling of end-of-life vehicles," the statement says.

It is emphasized that after the necessary procedures are completed and relevant contracts are signed, information on the program launch dates, participation conditions, and addresses of collection points will be additionally published on the official information resources of the Ministry and JSC "Zhasyl Damu".
