The assessment of a Kazakh family's well-being is based not on a single indicator but on 59 criteria, the Ministry of Labor and Social Protection of the Population explained, according to infohub.kz.
The ministry said the digital family map helps determine a family's level of social well-being. This information is needed to provide state support measures.
In Kazakhstan, families can fall into one of five social well-being categories:
A — high level of well-being;
B — prosperous level of well-being;
C — satisfactory level of well-being;
D — economically vulnerable level of well-being;
E — economically and socially vulnerable level of well-being.
The category is not determined by a single indicator. A family is assessed based on 59 indicators across 8 main areas. These include financial situation, assets, housing conditions, car ownership (including commercial vehicles), land ownership, personal subsidiary farming, employment, loans (including overdue debt), business ownership, and others.
"Thus, the final assessment of a family's category is not influenced solely by income level, housing, car ownership, or any other single asset. The full set of data characterizing the family's socio-economic situation is taken into account," the ministry clarified.
The Ministry of Labor gave an example of a family in category "A," meaning a high income level:
income per family member is 7 subsistence minimums or more, or above 350,000 tenge;
ownership of multiple residential properties with an area of 120 conventional square meters or more per family member;
commercial real estate, own business (large, medium, or small);
expensive luxury or premium-class cars.
The family composition and its level of social well-being are recalculated monthly, keeping the assessment up to date.
"The digital family map is not a one-time assessment for a long period. Data from government information systems is received automatically as it changes. If income decreases, property is sold, the family composition grows, or other counted circumstances change, its socio-economic situation will be reassessed," the ministry added.
If a citizen believes their family composition or social well-being category was determined incorrectly, they can contact the Department of the Committee for Regulation and Control in the Sphere of Social Protection of the Population of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan or the Office for Coordination of Employment and Social Programs of the akimats at their place of residence.
It was previously reported that certain types of benefits, as well as a one-time funeral payment, will be provided in Kazakhstan on the basis of need, based on an objective assessment of a family's level of social well-being.
