Kazakhstan plans to amend its Tax Code to introduce special conditions for holders of the "Altyn Visa" ("Golden Visa"), reports infohub.kz.

According to a draft order from the Ministry of National Economy, a special taxation procedure will be established for Golden Visa holders and their family members. It is also proposed to abolish for investors of the Astana International Financial Centre the fee of 7,000 monthly calculation indices (MCI) for issuing a document confirming resident status in Kazakhstan, and to provide for the possibility of reimbursing investors' expenses on creating infrastructure facilities through tax payments.

"In addition, it is proposed to restore certain previously existing taxation norms for priority investment projects and persons who have concluded investment agreements," the document says.

To improve certain tax mechanisms from January 1, 2026 to December 31, 2028, it is proposed to: exempt individuals from individual income tax on income from digital asset transactions through Kazakhstani providers; exempt factoring and forfaiting operations of second-tier banks from VAT; and allow deductions for goods marking expenses in the amount of 150% of actual costs. Furthermore, the conditions for applying the special tax regime for self-employed individuals are being clarified, excluding its use by founders of limited liability partnerships and shareholders of joint-stock companies.

"The presented initiatives, as well as other amendments provided for by the draft, are aimed at targeted adjustment of certain provisions of the Tax Code, taking into account the practice of its application, reducing administrative barriers, and creating more understandable conditions for investment and business activity," the text of the order notes.

The draft is open for public discussion until September 25. Earlier it was reported that Kazakhstan is introducing a new "Golden Visa" for foreigners who have invested at least $300,000 in the capital of Kazakhstani companies or in local securities.
