Three appointments have been made in Kazakhstan's government: Arsen Zhakanbayev became Vice Minister of Water Resources and Irrigation, Yerzhan Yertayev became Vice Minister of Energy, and Bauyrzhan Moldagaliyev was appointed head of the staff of the Ministry of Culture and Information. Arsen Zhakanbayev was born in 1988 in Almaty Region. He graduated from Al-Farabi Kazakh National University, Karaganda Economic University of Kazpotrebsoyuz, and the Academy of Public Administration under the President of the Republic of Kazakhstan.
Zhakanbayev began his career in 2010 in an irrigated land monitoring unit. He later worked in the structures of the ministries of agriculture, national economy, and ecology. He headed departments for transboundary rivers, water policy, and international cooperation. Since November 2023, he has led the Committee for Water Resources.
Yerzhan Yertayev was born in 1985 in Pavlodar Region. He graduated from the Innovative Eurasian University and Anhalt University of Applied Sciences. He began his career in 2009 as an electrical mechanic.
Yertayev worked in the energy and housing and communal services department of Pavlodar Region, and headed territorial departments of the Ministry of Energy for Akmola and Karaganda Regions. At various times, he led the staff of the chairman of the board of Samruk-Energy and Ekibastuz GRES-1. Since July 2024, he has served as chairman of the Committee for State Energy Supervision and Control.
Bauyrzhan Moldagaliyev was born in 1989 in Zhetisu Region. He completed bachelor's, master's, and doctoral studies at Al-Farabi Kazakh National University. He holds a PhD degree.
Moldagaliyev worked in scientific organizations and government structures. Since 2018, he has held various positions in the Presidential Administration. He served as deputy head of the Domestic Policy Department and deputy head of the Secretariat of the Assembly of the People of Kazakhstan. Since July 2026, he has worked as deputy head of the Domestic Policy Department of the Presidential Administration.
