The government of Kazakhstan has approved a new list of benefits and the conditions for granting them, according to a resolution published on the website of the Reference Control Bank of Regulatory Legal Acts, the website infohub.kz reports.
The document is dated October 5, 2026. It approves the list of benefits and the conditions for granting, suspending, resuming and terminating payments, as well as the conditions for granting a one-time funeral allowance.
According to the annex to the resolution, the list includes 10 benefits:
— a one-time state allowance in connection with the birth of a child;
— a monthly state allowance for childcare until the child reaches the age of one and a half years;
— a monthly state allowance for large families with four or more minor children living together, including children studying full-time in general education or professional programs at organizations of general secondary, technical and vocational, post-secondary, higher and (or) postgraduate education, after they reach the age of eighteen until they finish their educational organizations (but not more than until they reach the age of twenty-three);
— a monthly state allowance for mothers of many children awarded the pendants "Altyn alqa", "Kumis alqa" or who previously received the title "Hero Mother", awarded the orders "Maternal Glory" I and II degrees;
— a state social allowance for disability;
— a state social allowance in the event of the loss of a breadwinner to disabled family members of the deceased breadwinner who were dependent on him;
— a special state allowance;
— a state allowance for persons caring for a person with a first group disability;
— a state allowance assigned and paid to the mother or father, adoptive parent, guardian (trustee) raising a child with a disability (children with disabilities);
— a special professional state allowance.
The types of benefits, as well as the one-time funeral payment, are provided on the principle of need based on an objective assessment of the level of social well-being of the family.
"In accordance with the principle of need, the right to benefits, as well as to a one-time funeral payment, does not extend to persons with high (level "A") and affluent (level "B") levels of social well-being, determined by the methodology for determining the social well-being of a family (person), developed in accordance with paragraph 3 of Article 24 of the Code and approved by the authorized state body in the field of social protection of the population together with the authorized bodies in the field of digitalization, ensuring the receipt of taxes and other mandatory payments to the budget, and state planning," the document says.
It was previously reported that some benefits will begin to be calculated in a new way in Kazakhstan from 2027.
