Over the past two years, patients and their families in Kazakhstan have received 502.6 million tenge in insurance payouts under mandatory professional liability insurance for medical workers. The Ministry of Health's press service announced this, explaining in which cases compensation can be claimed after treatment, according to infohub.kz.
As of September 1, 2026, 178,296 medical workers are insured. Of these, 155,856 work in state medical organizations and another 22,440 in private ones. Since the beginning of 2026, medical organizations have concluded 1,867 insurance contracts, and 112 payouts have been made.
"The mechanism allows patients to receive an insurance payout in the event of confirmed harm to life or health during the provision of medical care, and gives medical workers financial protection against related risks," the ministry's statement says.
According to the Health Ministry, if a patient or their legal representative believes that harm to life or health was caused during the provision of medical care, they have the right to contact the medical organization. The case is reviewed by an independent expert commission (IEC).
"It includes relevant specialists, representatives of professional medical associations and the insurance organization participating in the Single Insurance Pool. Employees of the medical organization where the case under review occurred are not included in the commission," the Health Ministry said.
Experts study the medical documentation and the circumstances of the care provided. If the insured event is confirmed, the insurance organization makes the payout to the patient or their representative in accordance with the procedure established by law. The patient does not need to recover this amount directly from the medical worker on their own.
"For medical workers, insurance also provides financial protection: it is funded by the medical organization, and when an insured event occurs, the insurance company makes the payout within established limits. Thus, the mechanism allows confirmed cases of harm to be settled in accordance with the procedure established by law: the patient receives an insurance payout, and the medical worker is protected from having to cover it themselves," the Ministry of Health said.
