Kazakhstan has completed a recalculation of heating costs for consumers who do not have heat metering devices. For the 2025-2026 heating season, the total came to 1.217 billion tenge, including value-added tax. The Committee for the Regulation of Natural Monopolies of the Ministry of National Economy reported the figure, according to infohub.kz.
The recalculation is based on actual outdoor air temperatures. The money is not paid out to consumers in cash: the corresponding amount appears on the account as a separate line item in the form of an advance payment or balance.
The largest sum went to Astana — 460.67 million tenge. That is about 38% of the entire nationwide recalculation.
East Kazakhstan Region came second with 298.56 million tenge, followed by Mangystau Region with 161.6 million tenge.
In Almaty, the sum reached 57.77 million tenge, in Kyzylorda Region — 42.21 million, in Shymkent — 38.5 million, in Pavlodar Region — 29.11 million, in Zhambyl Region — 26.06 million, and in Kostanay Region — 25.69 million tenge.
Atyrau Region recalculated 22.09 million tenge, North Kazakhstan Region — 14.59 million, Akmola Region — 13.98 million, Almaty Region — 12.7 million, and Aktobe Region — 11.03 million tenge.
The smallest sums were recorded in West Kazakhstan Region — 1.82 million tenge, Turkistan Region — 370,000, and Abai Region — 270,000 tenge.
All of the listed regional figures add up to the 1.217 billion tenge announced by the committee.
No separate recalculation is envisaged for Karaganda Region, or for the Ulytau and Zhetisu regions.
In those regions, heating costs were already determined based on actual outdoor air temperatures.
A year earlier, the recalculation was noticeably larger. For the 2024-2025 heating season, consumers without heat metering devices were recalculated about 1.555 billion tenge. Thus, this season the sum decreased by roughly 337.7 million tenge, or 21.7%. This is a calculation based on the committee's data.
