The Ministry of Industry of Kazakhstan has commented on the renovation program for dilapidated housing, which has sparked discontent among citizens. At a government briefing, Bakytzhan Zhunisbekov, head of the Construction Committee, explained the mechanism for demolishing and replacing old houses, reports infohub.kz.
According to Zhunisbekov, the program is implemented by regional akimats (local administrations), and its key condition is the mandatory consent of all residents. "Until all residents agree, this house will not be demolished," he stressed. The exchange principle is 'room for room': owners of dilapidated housing receive a new equivalent accommodation.
The official acknowledged that in some regions, exchange by area is possible, but only with the consent of the owners. He also reminded that according to the Constitution of Kazakhstan, property is inviolable, so the consent of each owner is mandatory. The owner has the right to either sell their housing or exchange it for a suitable option, and all residents must agree to the demolition.
