Starting September 14, Kazakhstan is changing the procedure for citizens on the waiting list to receive state housing. According to Otbasy Bank, the inventory will now be conducted without obtaining separate consent from a citizen or their legal representative for the collection and processing of personal data, and the bank will independently update information on family composition, category and property ownership, reports infohub.kz.
Previously, consent for the collection and processing of personal data was required to undergo the inventory, but without this procedure it was impossible to receive housing. During the inventory, the bank updates data on citizens on the waiting list: their status, family composition, category and property ownership.
New rules for those on the waiting list also take effect on September 14. If an applicant or a member of their family owns at least 50% of their only home, they will not be able to register as in need of housing. However, this rule does not apply to those already on the waiting list.
An applicant will be able to include in their family not only spouses and their children, but also the spouses' parents, grandchildren and guardian parents — by mutual agreement of the parties.
A child will be able to keep their registration date if their adoptive parents cancel the adoption, guardianship or custodianship.
The number of rooms at registration will depend on the number of family members. Families with two children of the same sex may be offered a two-room apartment. If the children are of different sexes, then a three-room apartment. There will be no link to square meters.
Rural residents will be able to choose rental housing themselves and submit an application on their own.
Otbasy Bank noted that the inventory is needed not only for distributing already-built housing. It helps plan future construction — to understand where more housing is needed and how to allocate resources based on the real situation.
It is worth noting that adult citizens of Kazakhstan who have not owned property in the past five years can register. Belonging to a separate preferential category is no longer a mandatory condition. However, priority is still given to members of socially vulnerable groups.
Those on the waiting list are provided with rental housing, as well as preferential mortgages at rates of 2% and 5%.
