In the first half of 2026, more than half of administrative violations committed by individual entrepreneurs ended in fines. According to the Committee on Legal Statistics and Special Records of the Prosecutor General's Office of the Republic of Kazakhstan, the share of monetary penalties reached a record 52%, reports infohub.kz.
Statistics show that since 2023, the number of administrative penalties imposed on individual entrepreneurs has been declining, following a decrease in the number of detected offenses. However, the structure of punishments has changed noticeably over this period.
While in the first half of last year only 31.6% of administrative offenses ended in fines, in January–June 2026, monetary penalties were imposed in 52% of cases. Thus, today almost every second violation committed by an individual entrepreneur results in a fine.
Moreover, the share of fines in the overall structure of administrative penalties has become the highest for the entire period under review. At the same time, the number of warnings continues to decline annually, while the number of monetary penalties, on the contrary, is increasing.
As noted in the study, business representatives often perceive this trend as an increase in fiscal pressure.
Despite the decrease in the total number of administrative cases, financial pressure on entrepreneurs is growing due to the increase in the number of fines.
The total amount of administrative fines imposed on individual entrepreneurs remains relatively stable, ranging from 5.1 to 7.9 billion tenge per year. For the first six months of 2026, entrepreneurs were fined a total of 3.2 billion tenge, which is 10.8% more than in the same period last year.
However, not all accrued amounts are collected. According to statistics, about 60–65% of imposed fines are actually paid.
This difference is explained by the fact that some entrepreneurs pay fines in a simplified manner, while others appeal decisions in court or payments are collected forcibly.
