Maria Lytkina, president of Satti Zhuldyz, Kazakhstan's sole lottery operator, received 88.1 million tenge in compensation in 2025, or about 7.13 million tenge per month. In comparison, her income in 2024 was 88.4 million tenge, or 7.36 million tenge monthly, reports infohub.kz.
According to financial statements, Satti Zhuldyz posted a net profit of 2.5 billion tenge in 2025, after a loss of 1.4 billion tenge the previous year. The turnaround was driven by a 92% surge in revenue, from 121.1 billion tenge in 2024 to 232.95 billion tenge in 2025. Management expects revenue to grow another 25% in 2026.
As of end-2025, the operator's retained earnings stood at 172.2 million tenge. To cut costs related to paper ticket distribution, the company is shifting from its own retail network to an agency model. As of April 30, 2026, 94 of its own outlets had become agency-run, reducing its own count to 82. Additionally, the share of electronic tickets is increasing, gradually replacing paper instant lotteries.
In 2025, Satti Zhuldyz reduced key management personnel costs to 209.2 million tenge (for four people), down from 378.7 million tenge in 2024 (for six people).
The company's main shareholder, Sergey Shvalov, provided two interest-free credit lines in 2017–2019. As of end-2025, the debt on these stood at 1.69 billion tenge, but in early 2026 the company partially repaid the debt, leaving a balance of 1.2 billion tenge at the time of reporting.
As of end-2025, 70% of the company, registered in Almaty, was owned by Sergey Shvalov, and 30% by private company TLC System Ltd. TLC System Ltd is in turn owned by NLT Technologies, whose owner is entrepreneur Nikolai Neplyuev (he also has an individual enterprise and a company called ADV AGRO).
Sergey Shvalov also owns several other companies, including Saikan LTD, CBM LTD, Gornopromyshlennaya Kompaniya Gorizont, Simtau Invest, and Great Trade. He is the founder and head of Logycom, a Kazakhstani manufacturer of computer hardware and IT products.
Satti Zhuldyz is the only official lottery operator in Kazakhstan under the Law "On Lotteries and Lottery Activities," adopted in 2016. By a government decree of 2017, the company was granted the right to conduct lotteries for 15 years.
On June 23, 2022, Satti Zhuldyz received a certificate of compliance with the responsible gaming standards of European Lotteries, valid until June 2025. In May 2025, the company underwent re-certification and received a new certificate valid until May 2028.
