Starting August 1, Kazakhstan has increased the minimum price for tobacco products. It is now set at 1,060 tenge per pack of 20 cigarettes. In 2027, prices are expected to rise further, according to infohub.kz.
The order by Kazakhstan's Minister of Finance has officially come into effect, raising the minimum price for tobacco products. From August 1, 2026, the minimum price for a pack of 20 cigarettes (with or without filter), papirosy, cigarillos, and heated tobacco products has increased from 970 to 1,060 tenge.
Another increase is expected in 2027, from 1,060 to 1,120 tenge. Importantly, the order sets a floor price, not a market price, meaning retailers cannot sell tobacco products below this threshold; in practice, cigarettes typically cost much more.
As previously reported, plans to raise minimum cigarette prices were announced earlier. Tobacco products are also becoming more expensive due to market factors; for instance, in June, cigarettes were on average 12.5% more expensive than a year earlier.
It is also worth noting that Kazakhstan has minimum prices not only for tobacco but also for alcohol. Selling alcohol below the minimum price can result in fines for the seller.
