Kazakhstan's Ministry of Defense has published detailed explanations for conscripts on how call-up notices are served, what documents must be prepared, and in which cases deferment from military service is granted, reports infohub.kz.
A call-up notice is an official document summoning a citizen to local military administration bodies for conscription procedures. The defense ministry emphasized that this is not merely a formality but a legal requirement that must be fulfilled. The document may be served in person against signature, through an employer or educational institution. "Digital notifications have also been introduced via the personal account on the e-government portal eGov.kz, the eGov Mobile application, and via SMS," the statement says. The document specifies the date, time, and address for appearance.
After receiving the notice, conscripts are advised to verify the accuracy of the information provided: last name, first name, patronymic, address, date, and purpose of the summons, for example, for a medical commission or to update information. "It is recommended to prepare documents in advance: an identity card, a registration certificate (if available), documents on education or a certificate from the place of study, medical reports, as well as documents confirming the right to deferment," the ministry said.
If a citizen cannot appear at the appointed time, they must notify the local military administration bodies in advance and document the reason. "In case of illness, a medical certificate is provided; for study or work commitments, relevant supporting documents are required. The valid reason must be documented," the Ministry of Defense's explanation states. Failure to appear without a valid reason entails administrative liability, and systematic evasion may result in criminal liability.
Deferment from conscription is granted for family circumstances, to continue education, and for health reasons. "Deferment from conscription is granted for family circumstances, to continue education, and for health reasons, as well as to teachers, doctors working in rural areas, deputies, members of civil aviation and ship crews, and persons undergoing initial professional training in educational organizations of law enforcement agencies," the Ministry of Defense added. To apply for a deferment, supporting documents must be submitted and a decision from the conscription commission obtained.
For citizens studying full-time outside Kazakhstan, a procedure for obtaining a deferment is also provided. "If a citizen studies abroad full-time, to obtain a deferment, a certificate from the educational institution must be obtained and an application submitted via eGov.kz. If necessary, the certificate is provided with a notarized translation into Kazakh or Russian," the Ministry of Defense emphasized. The final decision is made by the conscription commission. The ministry also reminded that timely preparation of documents and confirmation of valid reasons allow the prescribed procedures to be completed without difficulties.
