Kazakhstan has begun implementing a military reform plan approved at a meeting of the Security Council. The Defense Ministry disclosed the details of the changes, infohub.kz reports.

Under the plan, the changes will affect the structure of the Armed Forces, the military command system, troop training, the procedure for performing service and the protection of service members' rights. According to the ministry, key components of the army are to be improved: the structure and composition of the Armed Forces, defense planning, mobilization preparation and the reserve formation system.

Technological re-equipment will be accompanied by the development of domestic defense production, including unmanned systems and counter-drone capabilities, along with the introduction of artificial intelligence and digital solutions.

To improve the quality of troop training and cut the cost of military exercises, simulation programs that model combat operations are to be introduced. Particular attention will be paid to building service members' skills for confident action both independently and as part of units, taking into account new tactics and the use of modern weapons.

One of the key changes will be a shift to a two-stage conscription model. For the first six months, recruits from a single intake will be stationed at training centers, where they will adapt to military service, gain basic military knowledge and improve their physical fitness. The training format will also allow soldiers to study languages and develop skills in using artificial intelligence, and service members will be able to master not only military specialties but also in-demand civilian trades.

For the following six months, service members will serve in military units, honing troop skills and carrying out tasks as part of subunits. Individual elements of the new model have already been tested under the Sarbaz+ project. The pilot project for two-stage conscription is scheduled to launch in 2027.

In addition, special attention will be given to improving service conditions and the social protection of service members. A corps of military consultants independent of unit command is to be created. "They will support service members, help identify violations and protect their legitimate interests. Among the priority tasks is providing service members with quality food and uniforms. In addition, repairs and restoration of barracks, training facilities and firing ranges are planned," the ministry added.

The changes will also affect the system of training young people. From 2027, a unified system of military-patriotic training, "Zhas Aibyn," is to be created, bringing together the Zhas Qyran, Zhas Ulan and Zhas Sarbaz stages. Schools will teach safe behavior skills, first aid and actions in emergency situations.

Together with local akimats, work will also continue to provide quality initial military training in general education institutions and to develop a network of specialized military schools.
