Zhanusultan Matay, Deputy Chairman of Otbasy Bank, spoke at a briefing at the Central Communications Service about efforts involving people waiting for state housing, the website infohub.kz reports.
Matay recalled that in 2026 Otbasy Bank was given the function of distributing housing among those on waiting lists from akimats.
"To date, more than 10,000 loans and more than 19,000 rental housing units have been issued. As a result, more than 29,000 people have been removed from the queue because they received housing. Another 64,894 people were removed from the queue over the past year as part of an inventory of the waiting lists. These include those who received state support measures," he said.
According to him, this work will be stepped up because Otbasy Bank is now allowed to update data on people on the waiting list without their consent.
"We believe that 30–40% are not genuinely in need. Since October last year, we have been telling people on the waiting list that they need to update their information in the database in order to receive housing, that is, to undergo the inventory. But more than half of the people are in no hurry to do so. What does that say? It says that those who do not consent to data processing most likely have no grounds to be on the waiting list. Previously we could not actively carry out this work because consent for personal data processing was required. Now, as a National Development Institute, we have been granted permission to conduct the inventory without a person's consent. We will continue this work. We will identify such people, and appropriate measures will be taken against them," he said.
In total, according to him, akimats handed over lists of 642,000 people waiting for housing.
We previously reported that over the year Kazakhstan distributed housing among nearly 30,000 people on the waiting list. At the same time, since September 14, the housing queue has operated under new rules.
