Starting August 28, 2026, some Kazakhstanis will be eligible to re-privatize housing from the state housing fund. The new rules apply to citizens who have already participated in privatization, but under certain conditions, reports infohub.kz.
Specifically, the first housing must have been privatized before December 2024, and the citizen's share in such an apartment or house must not exceed 50%. For other Kazakhstanis, the previous rule remains: the right to privatize state housing can only be used once.
Another change concerns the terms of acquiring state-owned apartments. Kazakhstanis will be able to privatize housing with installment payments for up to 15 years.
As Asem Alzhanova, head of the Housing Relations Department, explained to Almaty.tv, Kazakhstan provides three mechanisms for privatizing state housing.
Certain categories of citizens defined by law can receive an apartment free of charge. The second option involves full purchase of the housing at residual value. The third allows paying the cost of the apartment gradually – in monthly installments over a period of up to 15 years.
At the same time, privatization is a right, not an obligation, for citizens. They can apply at any convenient time. Free privatization is available for certain categories of Kazakhstanis specified in Article 13 of the Law "On Housing Relations."
According to Alzhanova, these include persons with disabilities of groups I and II, citizens holding certificates as victims of tests at the Semipalatinsk nuclear test site, residents of the Aral Sea region, and other categories provided by law.
Documents for privatization can be submitted both online and in paper form. Electronic applications are accepted through the eGov portal, while paper applications are accepted at Public Service Centers (TsON).
