The Ministry of Labor and Social Protection of the Population of Kazakhstan has approved new rules for conducting medical and social assessment. Now, if a patient is in a coma, close relatives or spouses can submit an application for disability determination and care allowance, reports infohub.kz.
According to the ministry's order, if a person with a disability is unable to give consent due to being in a comatose state, the basis for granting the allowance to the caregiver is an application from a close relative or spouse.
In-person examination by specialists will be conducted at home or in a hospital. Additionally, when a person is immobile and undergoing inpatient treatment outside the serviced region, the examination is conducted remotely, based on the recommendation of the medical advisory commission.
For remote examination, form No. 031/у is issued by the medical organization of the region where the patient is located.
However, when the application is submitted by a close relative or spouse, disability is established for a period not exceeding one year.
The order takes effect on August 25, 2026.
Earlier, Kursiv reported that this year disability benefits in Kazakhstan increased by 10%. It is worth noting that currently over 544,000 people in the country receive disability payments. The total amount of payments from all funding sources was also reported.
