Kazakhstan has expanded the list of professionals entitled to relocation allowances and budget loans for buying or building housing in rural areas. Workers in digital technology and archival affairs are now included among the recipients of state support, infohub.kz reports.

The changes were approved by Order No. 160 of the Ministry of National Economy dated September 29, 2026. The document takes effect on October 16, 2026.

Under the updated rules, benefits are available not only to incoming specialists but also to rural natives who return to work in their home area after completing their studies. A specialist may apply for payments within three years of arrival or registration.

The amounts of state support remain unchanged. The relocation allowance is 100 MCI — about 4.33 million tenge in 2026. The subsidized budget loan for housing reaches 2,500 MCI (10.8 million tenge) for district centers and 2,000 MCI (8.7 million tenge) for other rural settlements.

In addition, the drafters expanded the grounds for suspending the provision of the public service.

A new requirement has also been introduced for those building a house on their own: the recipient of support must notify the state architectural and construction control authorities at least 10 working days before starting construction.

Recall that as of December 2025, the average salary of an IT specialist in Kazakhstan exceeded 800,000 tenge. Professionals in this field are traditionally among the highest paid in the country.
