Two billion dollars will be allocated to build a green hydrogen and ammonia production complex in eastern Kazakhstan, according to a memorandum signed during Kazakh President Qasym-Jomart Toqaev's visit to South Korea, infohub.kz reports.
YPP Corporation will finance the project. The new generation facilities will have a design capacity of about one gigawatt. The infrastructure will enable the production of up to 55,000 tonnes of green hydrogen, or up to 310,000 tonnes of green ammonia, annually. The document also provides for joint research and the transfer of Korean engineering expertise.
Investments in hydrogen energy are driven by growing global demand for low-carbon feedstock. Green hydrogen produced in eastern Kazakhstan will be used in metallurgy, the chemical industry, power generation, and the transport sector. The synthesized ammonia, in turn, is planned for use in fertilizer production and as a promising energy carrier for international export supplies.
The memorandum was part of agreements reached during Qasym-Jomart Toqaev's state visit to Seoul on September 15–16, 2026. In total, 12 interstate and commercial agreements were signed during the visit in the fields of energy, nuclear industry, and technology.
The basic economic strategy of the partnership is built on a synergy formula: combining Kazakhstan's rich resources with advanced South Korean technological solutions to expand into Eurasian markets. Korean capital will be directed toward implementing a set of infrastructure initiatives. In particular, agreements were reached on joint semiconductor production and the creation of a large food cluster that will include localizing the production of Korean ice cream.
In the social sphere, a multi-specialty hospital is planned for Almaty that will operate according to strict South Korean medical standards. A separate strategic project in higher education will be the opening of a branch of the leading Korea Advanced Institute of Science and Technology (KAIST) at the under-construction Alatau City metropolis.
