Starting September 4, updated standard rules for the capture, temporary keeping, and euthanasia of animals come into force in Kazakhstan. The document, published in the legal reference system, introduces several significant changes aimed at regulating the handling of stray animals, reports infohub.kz.
A key innovation is the introduction of the term "emergency response measures," which are applied to protect citizens from aggressive animals. The definitions of capture services, stray animals, and temporary keeping facilities have also been clarified.
The new rules establish strict standards for checking animals for chips and tags, as well as mandatory verification of data against the information database. This will allow for more effective identification of animals and their return to owners.
Special attention is paid to humane methods of population control. Euthanasia of animals is now only permitted through medicinal means, except for cats. Additionally, the grounds for euthanizing stray animals in shelters and temporary keeping facilities have been specified.
The issue of stray animals sparks heated debates in society between animal rights activists and citizens concerned about safety. The introduction of clear emergency response measures and humane euthanasia standards directly affects the work of municipal services, akimats, and shelters across the country.
Earlier it was reported that starting August 28, 2026, updated rules for the registration of domestic animals, approved by the Ministry of Ecology and Natural Resources, will come into force in Kazakhstan. According to them, microchipping is mandatory for dogs and cats, while owners of other species can choose identification methods themselves.
