Kazakhstan is changing its approach to inspecting laboratories that test vehicles for the issuance of vehicle safety certificates (SBKTS). Now, the presence of equipment will be confirmed not only by documents but also by photo and video recording, reports infohub.kz.

The National Accreditation Center of the KTRM of the Ministry of Trade and Integration of Kazakhstan has introduced a new mechanism for assessing testing laboratories. Experts record each piece of equipment – factory number, condition, measurement range, and operation process.

In addition, control tests are recorded on video. This allows confirming the presence of equipment, independent performance of work, and the availability of necessary personnel.

Thus, formal accreditation alone is no longer sufficient. Inspectors will be able to see whether the equipment is directly in the laboratory and used as intended.

According to the agency, 55 laboratories have already been assessed using the new mechanism.

In parallel, the National Accreditation Center is introducing equipment identification in laboratories associated with the issuance of SBKTS. Special marking will allow checking its presence during assessment.

As of August 18, 40 accreditation subjects have undergone such identification.

For vehicle testing laboratories, a requirement has also been established: at least 95% of the necessary equipment must be owned by the company itself. This should exclude situations where equipment is temporarily brought in only for the duration of the inspection.

Currently, photo and video recording is applied in a pilot mode. The next step will be legislative consolidation of the new procedure, after which filming will become a mandatory part of accreditation.
